The National Defense Authorization Act authorizes and appropriates funds for the Department of Defense and for additional defense-related activities. An NDAA has been passed by Congress and signed by the President in each of the past 59 consecutive years. In 2018, Congress passed the John McCain 2019 National Defense Authorization Act. In response to significant national security concerns, Congress also mandated the prohibition of certain types of telecommunications and video surveillance equipment in Section 889 of that year’s NDAA.
